Drug insurance in Quebec, with Marc-André Gagnon (14.3 min)

Marc-André Gagnon, Professor, Carleton University and Expert Advisor at EvidenceNetwork.ca offers a critical assessment of Quebec’s “hybrid” pharmacare system involving a public-private mix. He argues that the system achieves reasonable access to prescription drugs but that it does not achieve other key policy goals, including equity of financing and effective cost-control.
