After three years of negotiations adopted the first world pandemic agreement. But Italy has abstained: what does it mean, from a practical point of view?

What does not have joined?
Italy has “accepted” the principle of respect for the national authorities inserted by WHO in the agreement and believes “that the agreement must be implemented in full compliance with the principles of proportionality and protection of fundamental rights, including the protection of personal data and individual freedoms.
